The Law on scientific research activity regulates the system, principles, public interest, the forms of organization and management in the field of scientific research activity, the manner of promoting and supporting the development of scientific research activity, scientific research staff, and other affairs of interest to the scientific research activity.

The system of scientific research activity includes scientific research, training and professional development of staff for scientific research work and scientific research infrastructure. The scientific research activity is based on the following principles:

- freedom of scientific efforts;

- autonomy of scientific research workers in performing of scientific research;

- ethics of the scientific research staff in the performing of the scientific research and using and applying the scientific research results;

- diversity of scientific opinions and methods; and

- inclusion, openness and cooperation in international frames.

The scientific research activity is also based on the principle of inviolability and protection of the person and dignity of man.

The Program of scientific research activity defines the scope, structure and the areas of public interest of the scientific research activity.
